What is soil and water management plan?
A Soil and Water Management Plan is a formal plan required by councils across NSW to control erosion and sedimentation on construction sites. It outlines site-specific methods to reduce soil erosion, manage stormwater runoff, and prevent sediment, chemicals, and pollutants from entering local waterways and stormwater drains.
The main objective of an SWMP is to:

SWMP vs. Erosion and Sediment Control Plans (ESCP)
The type of plan required depends on the size and complexity of your project:

Erosion and Sediment Control Plan (ESCP): For small projects with less than 2,500 m² of disturbance (e.g. single residential allotments).

Soil and Water Management Plan (SWMP): For larger projects with more than 2,500 m² of disturbance (e.g. subdivisions, civil works, commercial developments).
Many NSW councils require an SWMP at both the Development Application (DA) stage and the Construction Certificate (CC) stage.
