Access Assessment Report

What Is “Access” in Disability?

Access means people with a disability should be able to enter and move freely inside buildings and reach facilities like toilets and lifts. In addition, not to be confined to a segregated space or the seats.

Why Access Assessment Reports Matter?

Access Assessment Reports play a critical role in promoting inclusivity and compliance within Australia’s built environment. These reports evaluate architectural designs, existing buildings, or construction projects to ensure they meet the legal obligations under the:

  • Disability Discrimination Act 1992 (DDA)
  • Disability (Access to Premises — Buildings) Standards 2010
  • National Construction Code (NCC 2022)
  • Australian Standards for Access and Mobility (AS 1428 series)

  • Reviews of architectural drawings and specifications
  • Provide a different access reports at each stage of design documentation (DA, CC, CDC, S4.56…etc.) to comply with one/all of the followings:

        • Australian Standard AS1428.4.1 (2009) – Tactile ground surface indicators
        • Australian Standard AS2890.6 (2009) – Off-street parking for people with disabilities.

        • Australian Standard AS1735.12 (1999) – Lifts Part 12: Facilities for persons with disabilities
        • Australian Standard AS1428.1 (2021) – Design for Access and Mobility.
        • Australian Standard AS1428.2 (1992) – Design for Access and Mobility.
        • Seniors Housing Design Guidelines (NSW)
  • Inspections during all stages of construction to ensure that the project complies with access building requirements.
  • Preparation of performance Solutions (alternative solutions) to meet and allow
    for flexibility in design where limitations are imposed by other building conditions.
  • To enhance the assurance that your project aligns with compliance standards, LOKA offers peer reviews of reports completed by other Access consultants, including Design reviews, Performance Solutions, Access Audits etc.

Access reports for disability cover various aspects of accessibility including :

Physical Accessibility Assessment:

This involves evaluating features such as ramps to comply with Australian standard ramp, doorways, pathways, elevators, and step ramp facilities to determine whether they meet the needs of individuals with mobility impairments, wheelchair access, and other physical disabilities.

Visual Accessibility Evaluation:

This assesses factors such as signage, lighting, color contrast, and tactile indicators to ensure that individuals with visual impairments can navigate the environment safely and independently.

Auditory Accessibility Accessibilty:

This examines the availability and functionality of assistive listening systems, visual alarms, and other features that support individuals with hearing impairments.

Expert Witness

We have acted as an Expert Witness for Disability Access related matters for the Land and Environment Court on multiple occasions.
